OCASA Team Formation - Draft Procedure
Goal: The goals of the new team formation draft format are as follows:
- To make team formation a transparent process for everyone to see
- To give coaches more involvement with their team selection
- To try and create more balance of talent amongst the teams
- To minimize the complaints received by the board that teams are “stacked”
- To change the perception of the team formation process
- Process: The Draft will be conducted as follows:
- A Draft Committee will be formed and a Draft Committee Chairman appointed
- The Registrar will give the Draft Committee a list, at the end of the registration period, of all registered players according to age and gender
- The Draft Committee will select coaches and set team roster size
- The coaches from each age division will be contacted and required to meet at a specific time for the draft. If a coach is unavailable, that coach must send a representative in their place. Note: There will be no Assistant Coaches at this time!
- At the Draft, the U4 age group will go first, followed by the U6, and then on to the U8 division
- If a Coach has one or more children, that are registered players in the appropriate division, then that child or those children will be assigned to that Coaches team.
- If each Coach has one child that is registered in the appropriate age division, then skip to #9
- If the number of players (sons and/or daughters) that each Coach has before the draft begins are not equal, then the following will occur:
- A Coach that does not have a child playing this age division will get a Preliminary Draft Pick. This is a Draft Pick prior to the Rotational Draft process.
- If 2 or more Coaches do not have a child playing in this age division, then these Coaches will blindly draw numbers out of a hat with the lowest number receiving a Preliminary Draft Pick first and then on to the next lowest number.
- If at this point all Coaches have one child assigned to their team, then skip to #9
- If 1 or more Coaches have two children playing in this age division, then all of the Coaches with 1 child playing in this age division will receive a Preliminary Draft Pick by blindly drawing a number out of a hat with the lowest number receiving the first pick.
- If at this point all Coaches have an equal number of children playing in this age division, then skip to #9
- If by this point there is still not an even number of players on every team, because a Coach has three children playing in this age group, then the Draft Committee will be required to find a resolution that will even up the teams
- Now that every Coach in this age division has the same number of players, the Rotational Draft process will begin by each Coach blindly selecting a number out of a hat
- The Coach with the lowest number will select first until every Coach has picked a player from the list of available players
- After every Coach has selected a player, then the Coach with the highest number selects a player until every Coach has selected again.
- The next round begins with the lowest number selecting first, and so on until every registered player is chosen
- If a Coach selects a child who has a sibling playing, then that Coach will receive both children and will be required to skip his next turn
- NOTE: Coaches do not get to pick an Assistant Coach! They have to draft the child of whoever they want to be their Assistant Coach!
