Playing Rules - Small Sided Soccer Under 6 and below (4v4, 3v3)

Law I-The Field:

1. Dimensions: The field of play shall be rectangular, its length not more than 30 yards nor less than 20 yards, its width not more than 20 yards nor less than 15 yards. The length in all cases shall exceed the width.

Ohio County Youth Soccer Rule: Length 30 yards Width 25 yards

2. Markings: Coaching Areas shall be restricted to the areas along and a minimum of three (3) yards outside the touchlines Coaches and assistant coaches must remain within 10 yards on either side of the half way line.

3. Spectator Areas shall be restricted to the areas along and a minimum of three (3) yards outside the touchlines. No one shall be permitted directly behind the goal, or within four yards of the goal line; and no dangerous objects (cars, benches, chairs, etc.) shall be permitted within three (3) yards of the boundary lines of the field. Play shall not be allowed to begin or continue until this condition is met.

4. Distinctive lines not more than five (5) inches wide.

5. A halfway line shall be marked out across the field.

6. A center circle with a three (3) yard radius.

7. Goal area: none

8. Goals: The size of hockey goals or 4 x 9 feet

Law II-The Ball:

Size three (3)

Law III-Number of Players:

1. Maximum number of players on the field at any one time is three (3).

2. U6 AGE GROUP: Maximum number of players on the field at any one time is four (4).

3. ONE COACH may be on the field with the players in U4/U6 age groups.

2. Recommended maximum number of players on the roster should not exceed six (6), eight (8) for U6. (If playing "Dual field" method roster size may be larger)

3. There are NO Goalkeepers.

4. Substitutions:

1. Prior to kick-in, by either team

2. Prior to a goal, kick, by either team.

3. After a goal, by either team

4. After an injury, by either team, when the referee stops the play.

5. At half-time

5. Playing time: Coaches should strive to ensure that each player receives a minimum of 50% of the total playing time to the best of their ability.

6. Teams and games may be coed.

Law IV-Players Equipment:

1. Conform to FIFA with the following exceptions:

1. Jerseys: Numbers are NOT required.

2. Footwear: Tennis shoes or soft-cleated soccer shoes

2. Shin guards: Shin guards are mandatory for all players during all games and all practices.

Law V-The Referee:

1. Rather than require a Certified Referee, an OFFICIAL (Game Manager, Coordinator, Observer, Parent/Coach) may be used. Their job is to keep the playing environment FUN, SAFE and focused on the child. Duties are the same as a Referee under the FIFA Laws of The Game: keep time, enforce the rules, stop and restart play.

2. When you stop play for a foul or other reason, take the time to explain to the players WHY! This is their first experience with soccer too, and the best time to educate all on the Laws of The Game.

3. USSF Grade 11 Referees are recommended.

4. Sportsmanship: After appropriate warning and refusal to comply with this warning, the Referee has the right to direct the coach and/or assistant coach to leave the area of play, should they, in the opinion of the Referee, be affecting the game. Unsportsmanlike conduct, harassment, or any other act directed toward the Referee will be considered as affecting the game: If both coach and Assistant coach (es) are asked to leave the field of play after appropriate warning, the Referee shall suspend the game unless a responsible adult can assume coaching responsibilities; Should the spectators become unruly, the game will be stopped, opposing coaches and referees will consult and spectators will be asked to maintain order. If, in the opinion of the referee, order is not restored, the game will be terminated.

5. A player or coach ejected from a game for any reason shall be suspended for one (1) additional game. The appropriate administrative body may take further disciplinary action.

Law VI-Assistant Referee

Not used in the U6 and below age divisions.

Law VII-Duration of the Game:

1. The game shall be divided into four (4) equal, five (5) minute quarters for U4, four (4) equal eight (8) minute quarters for U6.

2. There shall be a two (2) minute break between each quarter.

3. There shall be a half-time break of five (5) minutes.

Law VIII-The Start of Play:

Conform to FIFA, with the following exception:

Opponent must be three (3) yards from the center mark while kick-off is in progress.

All kick-offs will be indirect.

Ohio County Youth Soccer Rule: Kick-offs may be taken in any direction.

Law IX-Ball in and Out of Play:

Conform to FIFA

Law X-Method of Scoring:

Conform to FIFA

Law XI-Off-Side:

There is no offside in U6 and below.

Law XII-Fouls and Misconduct:

Conform to FIFA with the following exception: No cautions or ejections shall be issued to players

Law XIII-Free Kicks:

Conform to FIFA with the following exception: All free kicks will be indirect. Opponents must be three (3) yards away.

Law XIV-Penalty Kicks:

There are no Penalty Kicks in U6 and below.

Law XV-Throw-In:

Replaced by a Kick-in. Awarded when ball completely crosses sideline. Kick-in is considered as an indirect free kick with the opponent three (3) yards away from the ball.

Law XVI-Goal Kick:

Conform to FIFA with the following exception: Opponents must be three (3) yards away from the ball.

Law XVII-Corner Kick:

No Corner Kicks. Kick-in will be taken in place of corner kick. This means that a kick-in may be taken from the corner but a goal cannot be scored as a result.

2. Markings:

1. Law II-The Ball:

Law III-Number of Players:

1. Maximum number of players on the field at any one time is five (5).

2. Recommended maximum number of players on the roster should not exceed ten (10).

3. Substitutions:

1. Prior to throw-in, by either team

2. Prior to a goal kick, by either team.

3. After a goal, by either team

4. After an injury, by either team, when the referee stops the play.

5. At half-time

6. GOALKEEPERS MUST BE CHANGED EVERY QUARTER.

2. There shall be a half-time break of five (5) minutes.

Law VIII-The Start of Play:

Conform to FIFA, with the following exception: Opponent must be five (5) yards from the center mark while kick-off is in progress. All kick-offs will be INDIRECT.

Law XI-Off-Side:

There is no offside in U8 and below.

Law XII-Fouls and Misconduct:

Conform to FIFA with the following exception: All fouls shall result in an indirect free kick with opponent five (5) yards away. The referee/coach/parent must explain ALL infractions to offending player.

Law XIII-Free Kicks:

Conform to FIFA with the following exception: All free kicks will be indirect. Opponents must be five (5) yards away

Law XIV-Penalty Kicks:

There are no Penalty Kicks in U8 and below.

Law XV-Throw-In:

Conform to FIFA.

Law XVI-Goal Kick:

Conform to FIFA with the following exception:

1. Goal kick may be taken any where within the goal box. Opponents must be five (5) yards away from the ball.

Law XVII-Corner Kick:

Conform to FIFA with the following exception: Opponents must be five (5) yards away from the ball. Corner Kicks are INDIRECT Free Kicks.

Playing Rules Small Sided Soccer Under 9, Under 10 (7v7 or 6v6)

Law I-The Field:

1. Dimensions: The field of play shall be rectangular, its length being not more than 80 yards nor less than 70 yards and its width more than 50 yards nor less than 40 yards. The length in all cases shall exceed the width.

Ohio County Youth Soccer Rule: Length 60 yards Width 40 yards

2. Markings:

2.1. Coaching Areas shall be restricted to the areas along and a minimum of three (3) yards outside the touchlines Coaches and assistant coaches must remain within 10 yards on either side of the half way line. 2.2. Spectator Areas shall be restricted to the areas along and a minimum of three (3) yards outside the touchlines. Play shall not be allowed to begin or continue until this condition is met. 2.6. Four corner arcs each with a two (2) foot radius.

2.7. Goal area: six (6) yards from each goal post and six (6) yards into the field of play joined by a line drawn parallel with the goal line.

Law II-The Ball:

1. Maximum number of players on the field at any one time is seven (7) including the goalkeeper. The recommended maximum number of players on the roster should not exceed fourteen (14).

2. Substitutions:

1. Prior to throw-in, in your favor

2. Prior to a goal kick, by either team.

3. After a goal, by either team

4. After an injury, by either team, when the referee stops the play.

5. At half-time

3. Playing time: Coaches should strive to ensure that each player receives a minimum of 50% of the total playing time to the best of their ability.

4. Teams and games may be coed.

Law IV-Players Equipment:

1. Jersey Numbers: Numbers ranging in size from four (4) to eight (8) inches shall be acceptable. Numbers are required to be worn on the back and shall be in contrast with jersey colors. Ohio County Youth Soccer Rule: Numbers are not required

2. Color Conflicts: Where colors of uniforms are similar, the home team or lower bracketed team must effect a change to colors, which are distinct from those of the opponent. In such cases, numbers are not required to be worn by the team effecting the change in uniform.

3. Shin guards: Shin guards are mandatory for all players during all games and all practices.

Law V-The Referee:

1. Registered referee/new referee program.

2. Parent/Coach or assistant

3. All rule infractions shall be briefly explained to the offending player.

4. Sportsmanship:

1. After appropriate warning and refusal to comply with this warning, the Referee has the right to direct the coach and/or assistant coach to leave the area of play, should they, in the opinion of the Referee, be affecting the game.

2. Unsportsmanlike conduct, harassment, or any other act directed toward the Referee will be considered as affecting the game: If both coach and Assistant coach(es) are asked to leave the field of play after appropriate warning, the Referee shall suspend the game unless a responsible adult can assume coaching responsibilities;

Playing Rules - Full Sided Soccer Under 11 and above (11x11)

Law I-The Field:

1. Dimensions: The field of play shall be rectangular, its length being not more than 120 yards nor less than 100 yards and its width more than 80 yards nor less than 65 yards. The length in all cases shall exceed the width.

U S Youth Soccer Recommendation: Length 110 Yards Width: 70 Yards

Markings:

1. Coaching Areas shall be restricted to the areas along and a minimum of three (3) yards outside the touchlines. Coaches and assistant coaches must remain within 10 yards on either side of the half way line.

2. Spectator Areas shall be restricted to the areas along and a minimum of three (3) yards outside the touchlines. No one shall be permitted directly behind the goal, or within four yards of the goal line; and no dangerous objects (cars, benches, chairs, etc.) shall be permitted within three (3) yards of the boundary lines of the field. Play shall not be allowed to begin or continue until this condition is met.

3. Distinctive lines not more than five (5) inches wide.

4. A halfway line shall be marked out across the field.

5. A center circle with a ten (10) yard radius.

6. Four corner arcs each with a three (3) foot radius.

7. Goal area: six (6) yards from each goal post and six (6) yards into the field of play joined by a line drawn parallel with the goal line. Goals: Eight (8) feet high and twenty-four (24) feet wide

Law II-The Ball:

1. Size four (4) for Under 12; Size five (5) for Under 13 and above

2. The home team shall provide a ball. If the home team does not have a ball which is acceptable to the Referee, he/she may select a ball provided by the visiting team; and in the event a suitable ball of the correct size is not available, the referee may select a ball, and the ball does not have to be a FIFA approved ball.

Law III-Number of Players:

1. Maximum number of players on the field at any one time is eleven (11) including the goalkeeper.

2. Maximum number of players on the roster should not exceed eighteen (18).

3. Number of players required: If one or both teams do not have at least seven (7) players at the scheduled starting time, the game may be delayed for fifteen (15) minutes. If, at the end of fifteen (15) minutes, one team is unable to field seven (7) players, that team shall forfeit the game. If neither team is able to field seven (7) players after fifteen (15) minutes, both teams shall forfeit the game. After play begins, either team may continue as long as it is able to field at least seven (7) players. If, however, either team is unable to field at least seven players, the referee shall stop the game and that team shall forfeit the game.

4. Substitutions: Unlimited substitution is permitted. A team may substitute as many players as it wishes by indicating the intention to substitute and obtaining the approval of the referee to do so at the following times:

1. Prior to throw-in, in your favor

2. Prior to a goal, kick, by either team.

3. After a goal, by either team

4. After an injury, by either team, when the referee stops the play.

5. At half-time

6. By either team after a caution

5. Playing time: The playing time for all recreational players is a minimum of one-half (1/2) the game and all attempts shall be made to comply with the same

6. Teams and games may be coed or single sex

Law IV-Players Equipment:

1. Dangerous Equipment: Equipment that is dangerous to another player or to the wearer shall not be worn.

2. If the referee finds that a player is wearing articles which are not permitted by the laws or which in his/her judgment may constitute a danger to other players, he/she shall order them removed. If the player fails to comply with the referee’s instructions, the player will not be permitted to take part in the match.

3. A player who is prevented from taking part in the match, or who has been sent off the field for infringing Law IV, must report to the Referee during a stoppage of the game and may not re-enter the field of play unless and until the referee has satisfied himself/herself that the player has complied with the Law.

4. Jersey Numbers: Numbers ranging in size from four (4) to eight (8) inches shall be acceptable.

Numbers are required to be worn on the back and shall be in contrast with jersey colors.

Ohio County Area Soccer Modification: Numbers are not required.

2. Sportsmanship: After appropriate warning and refusal to comply with this warning, the Referee has the right to direct the coach and/or assistant coach to leave the area of play, should they, in the opinion of the Referee, be affecting the game.

3. Unsportsmanlike conduct, harassment, or any other act directed toward the Referee will be considered as affecting the game: If both coach and Assistant coach(es) are asked to leave the field of play after appropriate warning, the Referee shall suspend the game unless a responsible adult can assume coaching responsibilities;

4. Should the spectators become unruly, the game will be stopped, opposing coaches and referees will consult and spectators will be asked to maintain order. If, in the opinion of the referee, order is not restored, the game will be terminated.

6. The Referee is the official timekeeper, and he/she shall allow the full or agreed time, adding thereto all time lost through accident or other cause; The Referee shall be the sole judge on the field of play, and the Referee’s decision shall be final. No protest based on a Referee’s judgment will be allowed. Any complaint about any Referee shall be directed in writing to the State Office.

Law VI – Assistant Referee

1. Non-neutral Linesman: each team if requested by the Referee shall provide a non-neutral linesman. The duties of the linesman, subject to the decision of the Referee, shall be to indicate when the ball is out of play.

Law VII-Duration of the Game:

1. The game shall be divided into two (2) equal halves:

1. Under 12: two 30 minute halves

2. Under 14: two 35 minute halves

3. Under 16: two 40 minute halves

4. Under 17 and above: two 45 minute halves

2. There shall be a half-time break of five (5) minutes.

3. Periods shall not be shortened.

Law VIII-The Start of Play:

1. Conform to FIFA with the following exception: Should the start of the game be delayed because of no fault of either team, such as teams playing before their game finishing late, ten (10) minutes will be allowed from the end of that game to the start of their game
